What Does the Partnership Do
To make Valuing People happen, the Government said every Council must have a Learning Disabilities Partnership Board. These would be led by the Council (not just Adult Services) and be chaired by a senior Council member or officer. Boards must include people with learning disabilities, carers, other Council departments as well as Social Services and the Health Service. The job of each Partnership Board is to
- Say what we are going to do to make Valuing People happen and stick to it
- Make sure we only do the important things
- Make sure that people with learning disabilities who use services have the power and control to shape their services to fit with their lives
- Be in charge of the planning between all the organisations in our area, so that they can give real choice choice for people with learning disabilities and their families
- Show commissioners how to get the most money for projects or services that benefit people with learning disabilities and their families
To make Valuing People Now happen in Newcastle, we have a three year local plan called Citizens First.
Citizens First has a vision of what we want to see happen in Newcastle and set of priorities - the things we need to do first.
Earlier this year the Government published Valuing People Now. It said Partnership Boards need to play much stronger role in getting services to change and giving people more opportunities. So, on August 20th we looked at how we need to change the way we work so we have the best chance of making Valuing People Now happen.

At the moment, the Partnership Board itself meets eight times a year
One Citizens First theme is reported back at each meeting. There is usually a second report on something that is important to discuss at the time for instance if the Board has been asked to comment on something
We also have Theme Groups for most of the Citizens First themes who have more detailed plans for all the things they want to take forward

In Newcastle, the Learning Disability Partnership Board reports to the Wellbeing and Health Partnership Board which is chaired by Ewen Weir.
We are going to send two reports in September 2009 and March 2010
We also shall be reporting to the Regional Learning Disabilities Programme Board - our March report to the Wellbeing and Health Partnership Board will also serve as our Annual Report which we shall send to the Regional Learning Disabilities Programme Board.
